can't delete retention category in EV

Hi

Environment is 9.0.2

I created a test rentention category. When I right-click, only 2 options, Properties and Help.

If this because I am not using the VAC (our VAC is locked down for security reasons and does not have logon locally rights to the EV servers) or because this is behaviour by design?
